In forming Goodheart & Associates, Gary Goodheart brings over 45 years of professional experience executing and managing civil engineering projects, geotechnical investigations, environmental projects, and solid and hazardous waste management projects, and providing senior project management and program management services.  

 

Mr. Goodheart’s civil engineering and geotechnical experience includes: fossil fuel and nuclear power plants; renewable utilities; refineries and petrochemical plants; heavy industrial plants and manufacturing facilities; dams, levees and reservoirs; land and Site development; commercial buildings; institutional facilities; municipal facilities; infrastructure design; bridges, retaining walls and transportation structures; non-transportation structures for power and industrial facilities; and hazardous and solid waste management and disposal facilities (including landfills and transfer stations).  Mr. Goodheart has conducted feasibility studies, performed siting studies, developed conceptual, preliminary and detailed engineering designs, prepared permit applications and provided permit support, developed and implemented operations and maintenance systems, and provided construction phase services. 

 

Mr. Goodheart’s has extensive experience executing and managing both routine and complex environmental studies for sites with contaminated soils and groundwater, including active and abandoned industrial and manufacturing facilities, and U.S. Department of Defense installations.  Mr. Goodheart has conducted hundreds of Phase I and Phase II Environmental Site Assessments to facilitate real estate transactions, financing and voluntary cleanups.  Mr. Goodheart has extensive experience with various federal, state and local regulatory programs, including the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), federal and state Underground Storage Tank (UST) Laws and Regulations, state voluntary cleanup programs (e.g., Illinois Site Remediation Program, or SRP), and establishing fair and appropriate site cleanup standards (e.g., state of Illinois Tiered Approach to Corrective Action Objectives or TACO).

 

Mr. Goodheart’s professional experience also includes providing program management, senior project management, leading single- and multi-disciplinary engineering teams,  providing quality assurance and quality control reviews, and providing litigation support and expert witness testimony for environmental, civil and geotechnical projects and investigations.  Mr. Goodheart has worked on projects in over 35 states and a dozen countries.  He was the 2016 Civil Engineer of the Year for the Illinois Section of the American Society of Civil Engineers (ASCE).
