Following is a partial listing of relevant projects for which Mr. Goodheart has provided civil, environmental and/or geotechnical engineering services during his career.  Mr. Goodheart’s project experience includes industrial and manufacturing facilities, power plants and utilities, refineries and petrochemical plants, transportation facilities, commercial developments, municipal infrastructure, institutional facilities, and waste management projects.  Project locations include more than 30 states across the US and 10 countries, including locations in North America, Europe, Africa, the Middle East and Southeast Asia.

​​Regional Distribution Center, Hammond, Indiana

Senior Geotechnical Consultant for multiple geotechnical investigations and Engineer of Record for site civil design of potash loading/unloading and storage facility.  Developed foundation recommendations for an array of structures including a 100-foot-tall load out tower and a 674-foot-long by 216-foot-wide barrel storage building for potash storage (floor load of 5,000 psf).  Managed site civil design including access roads, stormwater management and site utilities. Project design included dewatering system and temporary shoring for 30-foot deep excavation in poor soils.

Ethanol Unloading Facility, Bedford Park, Illinois

Senior Consultant and Engineer of Record for civil site engineering design and permitting of a new ethanol unloading facility.  Project included rail modifications, pavement design, grading and drainage design, stormwater management and implementation of stormwater best management practices.  The project was permitted in accordance with the newly adopted Watershed Management Ordinance (WMO) through the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC). 

Terminal A Stormwater Management Investigation, Jacksonville, Florida

Senior Consultant for stormwater management investigation at Fuel Terminal Loading Rack Area. Project work included cleaning and televising the storm sewer system under and around the loading rack to identify areas of blockage, pipe separation and/or deterioration.  Provided recommendations for next phase of investigation and evaluation of the existing sewer system and associated lift station.

NPA Sewer Line Replacement, Maywood, New Jersey

Senior Consultant for design of 350 linear feet of Fibercast™ mainline, eight laterals, four manholes, and 12 floor drains to replace existing wastewater sewer system at a chemical plant. Project work included evaluation of pipe material capable of handling boiling water temps, wide swings in pH and various aggressive chemicals. Project work also included topographic survey, GPR utility mapping, building interior sewer mapping, and developing design and construction drawings and specifications, an Opinion of Probable Project Cost.

River Outfall Restoration Project, Joliet, Illinois

Senior Consultant and Engineer of Record for chemical plant outfall restoration project to the Des Plaines River.  Project work involved extending and restoring an existing permitted outfall including installation of 275 linear feet of underground pipe and four manholes, and descent from a 20-foot-high bluff. Project work also included wetland delineation, topographic survey, design of temporary and permanent access roads and a concrete revetment lined channel, developing an Opinion of Probable Project Cost, design and construction drawings and specifications, project permitting, and construction phase services. Permit support included preparing and submitting the Joint Permit Application to the USACE and permit applications to Will County and the local Soil and Water Conservation District.

Wastewater Surge Tank Replacement and Spill Containment, Peru, Illinois

Senior Consultant and Engineer of Record for a design/build project to replace a 230,000-gallon wastewater surge tank and to add a concrete spill containment structure at a chemical plant. Project work included performing an options evaluation, preparing site grading and drainage plans and project specifications.

Engineered Spill Barriers and Containment, Stickney, Illinois

Senior Consultant and Engineer of Record for preparing design and construction drawings for barrier walls and spill containment structures at a petroleum processing facility.  Project work included designing below grades concrete and steel secondary containment structure for three 376,000-gallon tanks containing creosote solution, spill containment pavement and curbing for a tar tank area, containment curbs and truck-mountable containment humps for pavement areas, and a removable spill containment gate for a railroad spur track serving the site.

Flare Gas Recovery Project, Whiting, Indiana

Senior Geotechnical Consultant for subsurface exploration program, geotechnical analysis and foundations design and construction recommendations for new structures associated with Flare Gas Recovery Project.

 

3UF Projects, Whiting, Indiana

Senior Geotechnical Consultant for subsurface exploration program, geotechnical analysis, development of foundation design, and construction recommendations, including review of temporary crane loading conditions during construction.

 

Firewater Systems Upgrade, Whiting, Indiana

Senior Geotechnical Consultant for subsurface exploration program, geotechnical analysis, foundations design and construction recommendations. Project included down-hole cross hole seismic survey to develop dynamic foundation design parameters.

Material Handling and Rail Facilities, Homer City, Pennsylvania

Senior Geotechnical Consultant and Civil Engineer of Record for $14M design-build rail-unloading facility for pebble lime to be used in new coal-burning power plant emissions scrubber.  Project included design and installation of new lead track and storage tracks, conveyance equipment and structures (bottom dumper, transfer towers, silo distribution). Provided geotechnical design recommendations for cut and fill slopes, retaining walls, and deep foundations.  Project also included modifications to Site infrastructure, including retaining walls, land bridges, major fills, and modifications to site roads and drainage.

 

Brandon Road Lock & Dam, Des Plaines River, Will County, Illinois and Dresden Island Lock & Dam, Illinois River, Grundy County, Illinois

Senior Geotechnical Consultant for development of two proposed new hydroelectric generating facilities. Proposed projects would require the demolition of a portion of each dam for construction of new hydroelectric facilities, and excavation of contaminated sediments and bedrock from locations upstream, beneath and downstream of the existing dams.  Project work included dredging studies to support Federal Energy Regulatory Commission (FERC) permit applications, drilling and sampling of soft sediments and bedrock coring, packer testing, physical and environmental sampling, and engineering analyses to develop geotechnical design criteria for coffer dams as well as turbine foundations and related equipment.

NAVFAC Naval Base Kitsap Electrical Infrastructure Upgrades, Washington

Geotechnical Consultant for design of electrical system upgrades at three military installations in State of Washington. Geotechnical scope of services included subsurface exploration, laboratory testing, and developing foundation design parameters and earthwork construction criteria.

​Wind Energy Project, Clinton County, Michigan

Geotechnical Consultant and Engineering Manager for development of proposed new wind energy generating facilities. Project requirements included design and construction of 28 wind turbines. Developed geotechnical design criteria for wind turbine foundations and related equipment, and site civil design of access roads, wind turbine and substation yards, and construction laydown areas.

Braidwood Nuclear Generating Station, Braidwood, Illinois

Senior Geotechnical Consultant for design of cofferdam to support construction of diffuser pipe in Kankakee River.  Project included hydraulic modeling along over four miles of the Kankakee River in support of an Illinois Department of Natural Resources construction permit for the construction of a cofferdam.

South Texas Nuclear Power Plant, Bay City, Texas

Project Manager and geotechnical engineer for instrumentation associated with main cooling water reservoir, including installation of dozens of shallow and deep piezometers, slope inclinometers, settlement plates, and deep strain gauges. Conducted field exploration studies for liquefaction analyses beneath 12-foot-diameter circulating water system pipes leading from main cooling water reservoir to power block.

Rail Drainage Improvements, Waukegan, Illinois

Project Manager and Principal Consultant for investigation and engineering assessment of drainage problems associated with site rail spur and developing conceptual plans to remediate affected area.

Coal Pile Berm Repairs, Waukegan, Illinois

Project Manager and principal geotechnical consultant for engineering assessment of causes of berm failures along drainage ditches on north and east sides of coal pile. Developed repair scheme and provided construction oversight during repairs.

 

NPDES Permit Applications, Joliet, Illinois

Consultant for National Pollution Discharge Elimination System (NPDES) permit renewal application for Will County Station and new NPDES permit application for Joliet 9 and 29 Generating Stations to allow discharges from proposed fire suppression system along the coal conveyor crossing the Des Plaines River.

600 MW Coal-Fired Power Plant, Aqaba, Jordan

Project Manager and Principal Consultant for geotechnical investigation of new coal-fired power plant site in southern Jordan. Conducted field investigation and laboratory testing program to evaluate subsurface soil and groundwater conditions. Developed geotechnical design criteria for shallow foundation system supported on dense native soils and earthwork construction criteria for Site development.

 

Cogeneration Project, Pasadena, Texas

Project Manager for final geotechnical investigation at cogeneration project. Developed geotechnical design criteria for plant foundations and site earthwork.

Coal-Fired 750-MW Electric Generating Station, Adams County, Ohio

Conducted geotechnical investigation for new power plant foundations, wet ash disposal facilities, and riverfront structures.  Geotechnical design of up to 90-foot tall, 17,500-foot long perimeter and intermediate embankments, including cross-section and foundation design, slope stability analyses, seepage analysis and clay liner, and earthwork construction criteria.  Developed geotechnical design criteria and provided construction recommendations for power plant foundations and riverfront structures.

Waterford Nuclear Power Plant Unit No. 3, Hahnville, Louisiana

Site Geotechnical Engineer during construction, responsible for geotechnical engineering issues and technical quality control of 1,200-foot square excavation adjacent to Mississippi River, ejector dewatering system and pumped relief wells, and backfill and earthwork construction. Implemented site soil QA/QC program, established acceptability criteria for soils‑related work, and reviewed and analyzed quality control data and site instrumentation.

​​10-Acre Retention Pond, Electric Generating Station, Sioux City, Iowa

Project Manager for geotechnical investigation, design and earthwork construction of 10‑acre clarifier pond. Conducted site studies to identify site borrow area(s). Designed compacted clay liner using site materials.​

Project Director and Geotechnical Consultant for subsurface explorations, laboratory testing, and developing foundation design parameters and earthwork construction criteria for various non-track station improvements and Americans with Disabilities Act (ADA) Upgrades at 19 Amtrak Stations in Montana, Idaho and Washington including five new station platforms.

63rd Street Terminal, Chicago, Illinois

Geotechnical Consultant for inbound and outbound Automated Gate System, soldier pile retaining wall, lighting, paving and storm water improvements. Project geotechnical work included subsurface investigation and development of foundation design parameters and earthwork construction criteria.

47th Street Terminal, Chicago, Illinois

Geotechnical Consultant for proposed new T-wall retaining system and parking lot improvements. Project geotechnical work included subsurface investigation and development of foundation design parameters and earthwork construction criteria.

Railroad Embankment, Geneva, Illinois

Project Consultant for geotechnical analyses of failed slopes along both sides of 650-foot-long, 30-foot-high earth embankment. Developed conceptual design of embankment repairs (internal and external drainage), installation of toe drain and stabilization, slope repairs and stabilization.

Metropolitan Atlanta Rapid Transit Authority, Atlanta, Georgia

Project engineer for geotechnical investigation of various segments of Metropolitan Atlanta Rapid Transit Authority's (MARTA) rapid rail system. Performed site investigations and developed geotechnical criteria for design of various tunnel, at‑grade, aerial and station structures.

Elgin O’Hare Western Bypass from Lively Boulevard to Supreme Drive, DuPage County, Illinois

Senior Consultant for geotechnical investigation, drainage design, and Phase II Contract Plan Preparation for the proposed construction of the Elgin O’Hare Western Bypass from Lively Boulevard to Supreme Drive.  Project included design of new six-lane mainline toll facility with adjacent frontage roads, widening and reconstruction of Illinois Route 83, eight new overhead mainline bridge structures, retaining walls, lighting design, and six new signalized intersections.  Geotechnical investigation included over 150 soil borings for design of multiple structural components (embankments, retaining walls, culverts, light poles, and bridge foundations), bearing capacity and settlement analyses, slope stability analyses, and deep foundation design, and preparation of Structural Geotechnical Reports and Roadway Geotechnical Reports.  Drainage design includes several BMP detention facilities and bio swales.

Grade Separation and Roadway Improvements, Lake County, Illinois

Senior Consultant and Geotechnical Engineer of Record for grade separation structure at the crossing of Washington Street and the Canadian National Railroad (CNRR) and widening of Washington Street from a two-lane to a five-lane cross-section from Hainesville Road to Lake Street.  Geotechnical investigation conducted in two phases, and included developing deep foundation recommendations for railroad bridge and multiple retaining wall structures varying from 5- to almost 30-feet high on one side of street, 30-foot high cut slopes opposite retaining wall structure, pavement design, and miscellaneous structures associated with project.  Site civil scope included designing and preparing drawings and specifications for two lift stations to drain stormwater from the grade separation underpass, designing a new sanitary lift station to replace an existing lift station which was removed to make room for the widening, and permit support.

Waubonsee Drive Reconstruction, Sugar Grove, Illinois

Senior Geotechnical Consultant for Phase I subsurface exploration program and laboratory analysis in accordance with IDOT requirements, geotechnical analysis, and preparation of recommendations for the construction of new roadway and intersection of Waubonsee Drive and Illinois Route 47.

Geotechnical Design for 14 Rail Bridges, Tuscola, Illinois

Senior Geotechnical Consultant for 14 open-deck timber bridges in Central Illinois.  Aggressive fast-track project included replacing 14 open-deck timber bridges with spans ranging from approximately 30 to 80 feet, with new precast concrete bridge structures.  conducted subsurface investigations at seven bridge locations, performed deep foundation analyses and developed site-specific design criteria for each structure.  Each bridge span was supported on 30-inch-diameter steel pipe piles.

Replacement Rail Bridge, Columbus, Indiana

Senior Consultant and Geotechnical Engineer of Record for design and construction of a replacement rail bridge and approach embankments. The track elevation was raised several feet and the bridge was being replaced.  Geotechnical engineering included field exploration program, analysis of proposed embankment slopes, deep foundation analyses and developing site specific design criteria, and developing foundation design drawings, specifications, and estimated material quantities.  Drainage design included advanced scour investigation.

 

Replacement of Two Railroad Bridges, Lewisport and Louisville, Kentucky

Senior Consultant  for geotechnical investigation and drainage design for 8-span, 100-foot long timber trestle bridge replacement over South Yellow Creek Fork east of Lewisport, Kentucky and 12-span, 200-foot long partial bridge replacement over Pond Creek in Louisville, Kentucky.  New bridge spans were supported on 30-inch diameter steel pipe piles.  Geotechnical investigations included subsurface investigations for each bridge; performing deep foundation analyses and developing site specific design criteria.  Drainage analyses and design included evaluation of existing and proposed conditions.  Provided engineering review of foundation design drawings, erosion and sediment control drawings, specifications, and estimated material quantities.

Electric Generating Station, Pekin, Illinois

Senior Geotechnical Consultant for design and construction of a 3-mile rail loop, including new rail and embankment construction, drainage pond modifications, identification and excavation of gravel borrow source, lighting and electrical improvements, and construction of two new bridges to carry the trains across a creek and the existing power plant intake channel.  Bridge across intake canal consisted of a new ten-span precast pre-stressed concrete box beam bridge on a 9°00’ curve; bridge supported on 60-inch-diameter concrete caissons socketed into bedrock.

Fullerton Avenue Bridge Reconstruction, Addison, Illinois

Geotechnical Consultant for bridge replacement and roadway improvements.  Project geotechnical work included deep foundation design and developing recommendations for design and construction of new bridge substructure. 

Bicycle Path and Campground Improvements, Rend Lake, Benton, Illinois

Project Manager and Principal Geotechnical Consultant for design of approximately 14 miles of concrete bicycle trail including four pedestrian/bicycle bridges totaling over 1,600 linear feet. Design included site grading and tie in of bike trail at the bridge approaches, and design of deep foundation systems and bridge abutments.

 

Lake Carlyle Pedestrian Bridge, Carlyle, Illinois

Project Consultant and Engineer of Record for 180-foot-long pedestrian bridge. Services included: design of site grading and bike trail at the bridge approaches, and design of deep foundation system and bridge abutments.

AIRPORTS

 

Pedestrian Corridor 2C, O’Hare International Airport, Chicago, Illinois

Project Director and Geotechnical Consultant to provide recommendations to reduce or eliminate water infiltration into Corridor 2C connecting Elevated Parking Structure to lower level of the O’Hare Hilton Hotel. Subsurface exploration activities included drilling soil borings and geoprobes, installing pumping test well and piezometers, and performing pumping test to evaluate site geotechnical conditions and hydrogeology of area.

B/C Tunnel Leak Investigation and Repair, Chicago, Illinois

Project Director for study to evaluate existing conditions, provide recommendations, and design repairs to reduce or eliminate water infiltration into the underground tunnel connecting Concourse B to Concourse C at O’Hare International Airport Terminal 1. Investigation activities included drilling soil borings and installing monitoring wells to evaluate site geotechnical conditions and hydrogeology of area, performing an investigation of the interior of the tunnel structure, site survey of the existing surface conditions above the tunnel, cleaning and CCTV inspection of storm sewers, and review of existing record drawings. Future tasks include a report of findings and recommendations, and design of short term and long-term repairs.

 

Bessie Coleman Water Main, Chicago, Illinois

Senior Consultant and Engineer of Record for design of approximately 1-mile of new water main along Bessie Coleman Drive, Schlitz Road, through the Airport Transit System (ATS) and parking lot areas, and in the area east of the Signature Fixed Base Operation (FBO) building.

Tank Farm Road and Utilities Relocation, Chicago, Illinois

Senior Consultant and quality control design reviewer for geotechnical investigation performed in conjunction with the relocation of 2.5 miles of Tank Farm Road and the adjacent utility corridor at O’Hare International Airport. The roadway and utility corridor were relocated to the undeveloped space along western perimeter of the airport.  Work including soil borings to evaluate soil conditions and need for undercut, horizontal alignment design, vertical alignment design. Senior Consultant for stormwater management and erosion control design for the relocation of Tank Farm Road and the adjacent utility corridor at O’Hare International Airport.  This project is an enabling project for the Construction of Runway 9C-27C and the extension of Runway 9R-27C. Relocated utilities include ComEd, AT&T, natural gas, watermain, Common Electric Duct (FAA and non-FAA), and fuel lines.

Pipeline Crossing Site Inspection and Design, Vandalia, Illinois

Senior Consultant for Site Inspection and Evaluation of a recently constructed pipeline crossing at Overcup Creek near Vandalia. Project included developing recommendations for design of bank repairs.

Pipeline Geotechnical Investigations, Various Locations, Northern Illinois

Senior Consultant for multiple natural gas pipeline geotechnical investigations to determine soil and bedrock types present at proposed road and waterway crossings and to provide geotechnical data and design recommendations for horizontal directional drilling and open cut installations of gas pipeline.

 

Pipeline Geotechnical Investigations, Joliet, Illinois

Senior Consultant for geotechnical investigations for ONEOK pipeline near ExxonMobil’s Joliet Refinery.  Pipeline was relocated 75 feet east, across a man-made pond and the main entrance to the refinery, due to construction along Interstate 55. New pipeline construction included a combination of open cut trench and horizontal directional drilling to install the pipeline under the refinery entrance and pond.

 

Aux Sable Land Bridge, Channahon, Illinois

Senior Geotechnical Consultant for subsurface exploration program and laboratory analysis for development of a land bridge for a new rail yard. Project geotechnical work included analysis of deep foundations (drilled piers and auger cast piles) to support live rail car loads over existing pipelines.

 

Arsenal Road Pipeline Relocation, Joliet, Illinois

Senior Geotechnical Consultant for pipeline relocation within the Exxon Mobil Joliet refinery.  Provided recommendations for design and construction of relocated natural gas pipeline.

Various Pipeline Projects, Northeast Illinois

Senior Geotechnical Consultant for multiple subsurface exploration programs for new pipelines and facilities at locations throughout northeast Illinois.  Provided construction recommendations for directional drilling of new pipelines and foundation design recommendations for new facilities.

 

Cal Sag Pipeline Bridge, Blue Island, Illinois

Senior Geotechnical Consultant for subsurface exploration program to investigate failure of existing bridge foundation and provide recommendations for remediation.

South Texas Nuclear Power Plant, Bay City, Texas

Project Manager and geotechnical engineer for geotechnical instrumentation associated with main cooling water reservoir, including installation of dozens of shallow and deep piezometers, slope inclinometers, settlement plates, and deep strain gauges. Conducted field exploration studies for liquefaction analyses beneath 12-foot-diameter circulating water system pipes leading from main cooling water reservoir to power block.

​Flood Control Levee Design and Dam Improvements, City of Lake Station, Indiana

Senior Geotechnical Consultant and Project Manager for site investigations and design of a new 3,000-foot long, 10-foot high flood control levee adjacent to the Little Calumet River.  Conducted supplemental geotechnical investigation, prepared preliminary cross-section and seepage cut-off design, and performed borrow area studies.

Dam Inspections, Boston Metropolitan Area, Massachusetts

Senior Consultant for inspections of two dams owned by the Massachusetts Bay Transportation Authority (MBTA). One dam was classified as an Intermediate size dam with a significant hazard potential and the other was classified as a Small size dam with a low hazard potential. Dams were Inspected for indications of slope instability, erosion problems, vegetation condition, and seepage. Project included documenting findings, preparing required forms and submitting reports to appropriate State agencies.

Levee Evaluation, City of Harrisburg, Illinois

Senior Geotechnical Consultant for technical review and evaluations of an existing levee, including damaged toe drain system.  Project work included review of the geotechnical report prepared by others, conducting seepage analysis of the levee, and preparing technical document for City to present to US Army Corps of Engineers concluding toe drain was no longer required.

Levee Certification, Village of New Athens, Illinois

Senior Consultant for technical review and evaluations of the hydrogeologic characteristics of an existing levee protecting the Village of New Athens, including review of the geotechnical report prepared by others and analyzing the seepage potential of the levee using modeling programs.

Lake Beulah Dam Spillway Replacement, Lake Beulah, Wisconsin

Senior Consultant for the Lake Beulah Dam Spillway Replacement. Work included a Failure Analysis Report Addendum, temporary spillway design, drawdown structure design, plan preparation assistance, and Wisconsin Department of Natural Resources Chapter 31 permitting assistance, as well as design of a drawdown structure.

Brandon Road Lock & Dam, Des Plaines River, Will County, Illinois and Dresden Island Lock & Dam, Illinois River, Grundy County, Illinois

Project Director and Senior Geotechnical Consultant for geotechnical and environmental investigations for development of proposed new hydroelectric generating facilities. Project will require the excavation of contaminated sediments as well as bedrock from locations upstream, beneath and downstream of the existing dam. Senior Geotechnical Consultant for inspection of Class 2 and Class 3 dams, including inspections to check for indications of slope instability, erosion problems, vegetation condition, and seepage, and documenting findings, preparing required forms, and submitting reports to appropriate State agencies.

 

Wonder Lake Sediment Storage, Wonder Lake, Illinois

Senior consultant for subsurface exploration program, laboratory testing program, and geotechnical engineering analysis for permitting, design and construction of sediment storage facility.

Yorkville Dam Canoe Bypass, Yorkville, Illinois

Senior Consultant for the development and implementation of full-scale hydraulic testing program of a completed canoe bypass structure at the Yorkville Dam on the Fox River.  Hydraulic testing was conducted under various flow rates up to 750 cubic feet per second to determine if the rapids produced by the “feature boulders”, meanders, and cascading pools provided the desired experience for canoers. 

 

Centennial Beach, Naperville, Illinois

Senior Consultant for ongoing evaluation of groundwater/surface water infiltration into abandoned rock quarry converted to natural swimming pool, and development of recommendations for short-term maintenance repair and long-term remedial alternatives to reduce the amount of groundwater/surface water infiltration and improve rock integrity and water quality of the pool.

 

Reinforced Earth Retaining Wall, Houston, Texas

Project Manager and Consultant for stability investigation of Reinforced Earth retaining wall along Buffalo Bayou. Wall experienced significant horizontal and vertical movement. Designed long‑term monitoring program and remedial measures to ensure safety of property and tenants.

​Lake Houston Dam and Spillway Reparations [1983-1984], Ebasco Services Inc. and City of Houston, Houston, Texas

Services included performing topographic survey, stormwater calculations, developing design drawings for bidding and construction, preparing drainage permit applications, and developing an Opinion of Project Construction Costs for the improvements.

Sterlingworth Bay Leakage Investigation, LaGrange, Wisconsin

Senior Consultant for evaluation of an embankment seepage problem in Sterlingworth Bay (part of the Lauderdale Lakes chain of lakes).  Lauderdale Lakes Management District (LLMD) retained Patrick to evaluate causes and risks associated with vortex observed in lake and possible effects on embankment located adjacent to the Lauderdale Lakes dam and outfall and multiple homes. Project required coordination with Wisconsin Department of Natural Resources (Wisconsin DNR) regarding dam categorization and evaluation/repair approach.  Evaluated potential solutions for LLMD to mitigate future risks associated with embankment seepage. 

Naperbrook Golf Course Clubhouse Well, Will County, IL

Project Director for design and construction of a new water supply well at the Naperbrook Golf Course in unincorporated Will County.  The existing well to be replaced experienced diminishing water quality stemming from an apparent breach in formational integrity.  Patrick provided professional engineering services to evaluate various options for installing a new separate water supply well and final design for the installation of the new well.  Work included options evaluation (for both siting and pump options), pump design, site improvement plan development, and bidding and construction phase services.

71st Street Ditch Erosion Control, Bedford Park, Illinois

Senior Consultant and Engineer of Record for erosion repairs to the north bank of the 71st Street Ditch adjacent to truck docking area. Discharge from a 30-inch diameter storm sewer flowing at 90° angle to ditch was causing erosion to slope and infringing on pavement and truck traffic. Project work involved feasibility study of repair options, geotechnical investigation, topographical surveying, civil and structural design, and permitting.  Feasibility study was conducted to evaluate potential repair options to bank and paving, and to increase paved area for truck safety.  Design included 215 linear feet of new sheetpile wall and additional pavements.   Permit submittals included U.S. Army Corp of Engineers, Metropolitan Water Reclamation District of Greater Chicago and the Village of Bedford Park.

Redevelopment of 120-acre Landfill, Houston, Texas

Project Manager and Lead Geotechnical Engineer for planned redevelopment of 120-acre closed landfill. The former sand and aggregate quarry was filled with construction and demolition debris in late 1970s and 1980s. Site was redeveloped as a golf course in the 1990s with the addition of 2 million yards of clean fill. Preliminary geotechnical investigation evaluated landfill cover thickness and materials, thickness and character of waste materials, and Site geotechnical properties to calculate bearing capacity and estimated settlement for planned single- and multi-family residences.

Project Manager for comprehensive geophysical and geotechnical investigation to evaluate mineral resources on 600‑acre site in Dallas County. Approximately 200 – 250 feet of the existing dock wall failed, resulting in concrete, soil, and other debris being deposited in the barge slip. Comprehensive Environmental Site Assessment, Downers Grove, Illinois

Project Director and Senior Environmental Consultant for comprehensive environmental site assessment of manufacturing facility located in a state superfund site in a large  industrial park.  Evaluated soil and groundwater analytical data collected by others to determine soil and groundwater impacts on clients site and contributions to widespread contaminate plumes.  Chemicals of Concern included chlorinated solvents and RCRA metals. Provided technical input and support to cost allocation process.

 

Brownfield Site Assessment and Remediation, Downers Grove, Illinois

Project Manager for site assessment, remedial planning activities, and regulatory reporting on former automobile dealership in downtown area. Prepared Brownfields Redevelopment Grant Program Application for Village, which resulted in receipt of approximately $100,000 in grant monies from the Illinois Environmental Protection Agency (IEPA) to conduct detailed site characterization studies, develop remediation objectives, prepare remedial action plan, and provide engineering oversight during implementation of plan. Chemicals of Concern included petroleum hydrocarbons (vehicular fuel, lubricating oils and fuel oil), chlorinated solvents (tetrachloroethylene, carbon tetrachloride) and arsenic. Site entered into IEPA voluntary Site Restoration Program. Tiered risk assessment evaluated soil inhalation, soil ingestion and groundwater ingestion exposure pathways in accordance with IEPA’s Tiered Approach to Corrective Action Objectives. Remedial Action Plan based on limited source removal and off-site disposal, engineered barriers and institutional controls. IEPA issued No Further Remediation letter issued upon completion of site remediation activities.

Project Manager for a site assessment and remediation of contaminated soil and groundwater at former wholesale hardware facility, in accordance with the Illinois Environmental Protection Agency’s voluntary Site Remediation Program and Tiered Approach to Corrective Action Objectives regulations. Contaminants of concern included petroleum hydrocarbons and chlorinated solvents. Prepared and implemented Remedial Action Plan.  Remedial technologies included excavation and removal of special wastes, and the design and installation of a multi-phase extraction system and groundwater treatment system.

Project Manager for Phase II Environmental Site Assessment, UST removal and environmental cleanup activities at 17-acre industrial site (former Manufacturing Facility) near downtown. Conducted soil sampling and analytical testing, removal of 550-gallon heating oil UST, and cleanup and removal of 300 tons of impacted soil from various locations at site. Obtained regulatory closure on historical leaking UST incident.

 

Site Characterization and Remedial Action Plan, Jacksonville, Florida

Project Manager for the preliminary contamination assessment and the development of a remedial action plan for a wholesale distributor of equipment and supplies to the liquid food processing and laundry/dry cleaning industries. Contaminants of concern included perchloroethylene and breakdown products. Developed innovative PCE contaminated soil treatment method using a solar heater as an interim remedial action.

Project Manager for a site investigation at Printing Ink Manufacturing Facility.  Site chemicals of concern included chlorinated solvents, semi-volatiles, petroleum hydrocarbons and RCRA heavy metals. Recommended a health-based risk assessment approach to establish soil cleanup objectives.

Project Manager for RCRA facility closure at commercial industrial wastewater treatment facility and used oil recycling facility. Prepared RCRA Part B Permit Application and Closure Plan for various above ground receiving, treatment and storage tanks and associated piping. Field oversight of RCRA closure activities.

 

Site Assessment, Miami, Florida

Project Manager for Contamination Assessment of former chemical plant site in north Miami, Florida. Contaminants of concern included chlorinated solvents (Trichloroethylene and breakdown products) in shallow soils and in groundwater at depths in excess of 60 feet. Assessment entailed design and installation of nested, double- and triple-cased groundwater monitoring wells to depths of 85 feet.

 

Implementation and Monitoring of Site Remediation Activities, Zionsville, Indiana

Project Consultant for the implementation and performance monitoring of remedial activities at CERCLA site, including deepening of braced excavation and evaluation of soil vapor extraction system.

 

Remedial Design, Owensboro, Kentucky

Project Manager for the remedial design of a 14-acre industrial landfill. Remedial design for this CERCLA Landfill included a composite barrier cover and a leachate collection system, as well as extensive grading and drainage improvements.

 

ARARs Development, Southeast Georgia

Project Engineer for the development of a plan to identify and address Applicable or Relevant and Appropriate Requirements (ARARs) associated with the planned Removal Action at a 500+ acre CERCLA site in southeastern Georgia. The site contains extensive wetlands, some of which were heavily contaminated with mercury, petroleum products, solvents, and various metals.

 

RCRA Facilities Investigation, Jacksonville, Florida

Project Manager and Principal Consultant for RCRA Facilities Investigation (RFI) at Naval Air Station Cecil Field. Investigated 14 potentially contaminated sites, including abandoned landfill/waste disposal areas, firefighting training areas, oil disposal areas, pesticide disposal areas, and hazardous material storage areas. Work performed included site reconnaissance, geophysical surveys, soil borings, groundwater monitoring well installations, and soil, sediment, surface water and groundwater sampling and analyses to characterize nature of hazardous constituents released from various Solid Waste Management Units (SWMUs) at facility.

 

Comprehensive Environmental Assessment, Gulfport, Mississippi

Project Manager and Principal Consultant for comprehensive environmental assessment program at the Naval Construction Battalion Center (NCBC) conducted under the Department of Defense Installation Restoration Program. Investigated 9 potentially contaminated sites, including abandoned landfill/waste disposal areas, firefighting training area, former herbicide orange storage site, and PCB transformer spill area.
